Go with Emptyheadtime. Cut it back to how far you can reach. Cut out any branches growing inwards. Going by the sloping ground I would employ a tree surgeon as it looks in a dangerous situation...

New year, new garden tweak
@Perki I think I had that rhamnus alaternus argentovariegata in my previous garden. To my recollection it was not a very tall shrub but pretty foliage.
