That looks like wind scorch to me, especially if it is only on the side facing the prevailing wind. Laurels are tough but the new growth can get caught out by cold dry winds in spring. If the rest of the bush looks healthy I would just leave it, the new growth should cover it up pretty quickly.

What shrub is this?
The one at RHS Rosemoor is over 10 m tall and in flower it's like a yellow wall. Mine is just over 1 m and nearly 3 years old, no signs of flowers yet and the shoots are just developing this spring.
