Good point, our electric consumption has remained the same about 6,000 kWh a year, the solar panels contribute about half of that. So we import 50% less from the grid. Don't think it was sharp sand but can't remember as it is at least 40 years old. The sand and gravel mix has the heating cable running through it to retain the heat in the propagator. It is waiting in buckets to be used again

Agree with @Michael Hewett that it looks like a root problem. Vine weevil would probably have been very visible when you took it out but there are other, small root pests that could be the case. Root mealybugs and such.It might be worth taking it out from the pot again and inspect the roots...

Rosemary is a good idea. It flowers, used in cooking, grows quickly and growing cuttings is easy. Tough plant as it grows up mountains in Greece.
