I would do it before the phlox starts into growth - the new growth can be soft and easily damaged (although it will regrow).

Daphne - which variety to choose
We bought a daphne several years ago from Rode Hall, Congleton on a snowdrop walk about this time of year. No idea what the variety is but it self seeds very easily and is flowering now.
