I thought the same when we first moved here and several clumps pf bluebells appeared the first spring. After 10 years or so they had spread all over, into the bases of shrubs etc. I've been digging out as many as I can and slicing off the rest every year since.

The second picture is a cotoneaster, probably cotoneaster horizontalis. It looks fine and will burst into leaf soon. The first a mophead hydrangea and it's likely to be fine. The mop head part is important if you want flowers this year because they flower on the previous seasons growth....

I have to correct myself. I had a look into my pictures and found the same stage for the Daffodils, Exochorda and Deutzia in 2024. The 5th of March was my dad's birthday and for most of the time since I planted them in 2017, the Daffodils were not ready on that day.
