Another compost question. The compost I currently have doesn't seem to soak water in to well kinda sits on top, Wat could I mix in?

Yup soaked em then tried half in a paper towel and half in seed starting soil wit heat mats under both and a light
And I'm working on building a composter out of drum as we speak... Type, but I won't have any ready for awhile
