My apricot has nearly finished managed to go round on a couple of days last week a small brush. My Indian red peach is flowering at the same time but the peregrine peach is not quite out yet....

When to Cut Back Semi-Neglected Lavender and Santolina
Yes a few years ago we visited a garden in Suffolk. They had a border with some very old Lavenders which still looked fine. They said they cut back hard in February-March each year.

I'd agree with both @NijelJ and @pete . One other thing is to consider what wildlife you are aware of in your area - have you spoken to neighbours to see if they have encountered similar problems...
