@CarolineL That was what I thought, it was around certainly all morning and into the afternoon. That rosemary is in flower just about all year round and over winter on a sunny day plays host to various bees and flies.

I think you need to thin it out a bit to allow air to flow and sunlight to penetrate.Use a clean, sharp pair of secateurs to remove any broken or crossing stems and any you can see are dead or diseased. Stand back and look again and see where you can reduce congestion then give it a good...

The bed is 6m x 1/2m two strips. Bit expensive and labour intensive with straw. Vine weevil I did not know about, I'll look that up. I will dig out the older plants and let the new suckers take over.

I think it is about 2.5ft deep, so a fair size. Whatever is in there gets watered daily along with the hanging baskets etc. I do actually have the components of an auto-watering system in the shed, just not had time to install it... maybe that is a task for this year

If you have time, you could pop it outside in the sun on nice days like today, and bring it in when it's going to get wet or very cold. It will benefit from full overhead sun/light during the day. One-sided light on a windowsill (even a south-facing one) is less intense.

I repurposed surplus concrete patio tiles as stepping stones, using an angle grinder to soften the shape into something less square. Picture below shows the shape - the wonkiness comes from not being level-headed. On places like gumtree you may find tiles that you can recycle. I don't mind that...
