Whats Your Weather Like 2025
Never heard of Glass frost, its totally new to me. That's why I thought it was a typo.Sounds like ground frost to me when the cold forms low but the actual air temperature is still above 0c.

Agree with @Michael Hewett that it looks like a root problem. Vine weevil would probably have been very visible when you took it out but there are other, small root pests that could be the case....
