            The Newburn Flats will never be able to be sold now - even if they do shore it up and hide the work behind concrete.
            As they are fairly new flats I would assume all the owners will have building Insurance, which will include demolition and rebuild costs.
            That being the case I think it is reasonable to pay each of the owners full market value (before the problems which started in May)
            That would enable people to buy elsewhere and leave the 2 organisations that seem to be debating liability to fight it out between themselves and the Insurance Company.
            Why should the owners suffer extensive delays because profiteers want to avoid liability.

            Contents Insurance will be different and subject to actual proven loss - except where people have not covered their goods at all.

            Oh boy, that's not nice to see all those homes and businesses flooded. I'm so glad that around my area we had no floods even though it rained for nearly 4 days none stop.:dunno:
