Could well be a Wallflower, they tend to be either biennial or short lived perennials.
You might live to regret the Parakeets moving in, they are incredibly noisy and tend to terrorise other birds.

I have no idea why people would want to use peat as a mulch: it contains no nutrients, and once dry is almost impossible to rewet.
