Please help my lupin is covered completely in green shield bugs. How do I get rid of them. I have never seen these before and I'm worried they will wipe out all my perennials.

They look like Aphids. Just get some water and a bit of washing up liquid in a spray bottle and spray them. Alternatively squash them between your fingers.

Hi merleworld. I had a better look at them with a magnified glass. They are there in the thousands.

Definitely aphids spraying with soapy water as merleworld suggested will help. For aphids on lupins I resort to an organic insecticide based on fatty acids as they can seriously weaken the lupin.
