      I notice that while the article is recent the change in the law referred to was March 2015. So these fines have been available for over 6 years. Don't recall a rash of headlines about outraged dog owners.
      So a quiet news day at the Sun?

          Rocco has all ways had harness on anyway for car journey for safety and we find it easier.. Rocco also has collar with tag as well :thanks:

          That article in the newspaper is incorrect because they haven't bothered to do the research on it.

          The law says that dogs must be 'under control' and doesn't refer to leads or harnesses. They don't have to have either unless in 'designated pedestrian zones or where there is livestock or where the local authority has posted signs saying they must have leads or harnesses.

          All dogs must be chipped. So never buy a dog that hasn't got the proof and registration of chipping.
