Trachycarpus is usually propagated from seed.
It's a pretty slow process in the early stages.

You get Male and Female plants ,you need to have both growing fairly close together to get viable seeds.
      Only adult plants flower .

I've grown them from seed and mine first flowered at around 12yr old.

The one in your picture will not be big enough to flower.

Is it to do with the size or the age, because these are 15 years old possibly more, I planted them shortly after I moved in and they were about 18 inches tall then.

Is there a way of telling the male from the female as with skimmia japonicas

If we are referring to the one in the picture it is a bit small, or do you have others?
Don't think you can work out the sex until they flower.

I bought them as Traceycarpus and a Washingtonian, I had quite a few more but they have gone.

Picture no 1 is a Cordyline australis with a small Trachycarpus next to it.
Picture no 2 is two Canary date palms, ie. Phoenix canariensis.
