I see this all over the place. Several doctors surgeries have it. It is mostly grown at the foot of walls. It seems to be a good space filler. G.
Valerian Gary.....grows wild here on the Towans in red, white or pink. Great swathes of it in a natural habitat.

Spreads by runners too Almost took photos today of the different colours growing on the Towans. If I can I will do so tomorrow

Yes, definitely Valeria. A pretty plant, loved by bees, but fairly rampant. Traditionally it has been used as a herbal remedy for centuries (can now buy it in health stores). The root has always been used to help with insomnia problems and anxiety. Gary, you mustn't use it if you're breast feeding! Always read the label.
Just to keep things factual. It is actually Centranthus rubens...commonly known as Valerian. A very different plant from the true Valeriana 1. Valeriana pyrenaica. 2 and 3 and 4. Centranthus rubens as seen in an English front garden.
I turfed it out as it was beginning to damage a dry stone wall and self seeding everywhere. Had both white and pink forms.
