Is it a new hose or one you've had a while?

If its new, then its possibly just some residue from the manufacturing process, I doubt it would be anything which would harm plants etc.

Have you used the hose for something like 'LiquaFeed'? I know this only goes on the end of the hose, but it's just possible that something from it has left a residue.

If its older and you live in a hard water area, it could be chalk desposit - does it rub off on your finger or at least come off if you scrape it? Possibly the inside of the pipe isn't completely smooth and chalk desposits have stuck to the imperfections. Having said that, I live in hard water area and have used the same hose pipe for about 10 years with no sign of anything such as you describe, although I do have one of those porous hose pipes and that does have miniscule lighter particles, but that's just the material from which it's made. Unless its having a detrimental effect, I don't think I worry too much.

Of course, there's only one way of finding out if these particles go all the way through the hose or are just confined to the ends :hehe:
