After a tough, long WI winter will these survive or should I just replace them?

I think I would give them a feed and a little longer to see how they get on. The bottom one I would cut out the obviously dead bits as a lot of it still appears healthy.

The soil looks really dry in the second photo so I'd give them a really good drink too.

Give your shrubs a good drink, keep the soil moist, a little feed will go a long way as well. Cut back all dried and dead foliage, but be careful not to cut too deep. You'll be wanting to keep whats green! Hope this helps.
