If I was growing a single stemmed tree I'd wait three to five years before attempting to raise the canopy, depending on the tree, for the reasons described by Amelanchiers are more shrub like and your multi stemmed plant should be fine if you just remove the branches nearest to the ground...

If the conditions are suitable for fungi, there are probably several varieties involved. To stop that happening and get rid of those already there it just needs less moisture in their environment, so more ventilation and a less moist compost will achieve that.Most years I get some fungi...

I have in the past taken a cactus right out of the pot and let it dry off completely for several days and then pot up with a dry gritty compost and DON'T water. If the cactus is squishy it is probably beyond saving. Neglect for a while may do wonders!

You don't give the size or, more importantly, the depth of the old pond - advice will depend on that. Before worrying about how to fill the bed, ensure that you have drilled holes in the concrete base to allow excess water to drain away. You could well have a drought for part of the year but...
