Yes a few years ago we visited a garden in Suffolk. They had a border with some very old Lavenders which still looked fine. They said they cut back hard in February-March each year.

You can leave them in a cool light space for a while if you're not ready to plant out yet. The shoots will green up and strengthen a bit. Plant carefully as already said.

I'd agree with both @NijelJ and @pete . One other thing is to consider what wildlife you are aware of in your area - have you spoken to neighbours to see if they have encountered similar problems and have they any ideas as to the culprit?

I have a trellis with artificial climbing leaves on it to cover the ugly oil tank sitting on concrete which is near the back door. We replaced the previous one which looked a bit tatty after five years. Current one is 3 years and still looks fine.I'm not sure that I would want one in a seating...
