Probably because they have the chemicals that can be used on some of the potential problems that the ordinary gardener doesn't have access to. Blight etc, admittedly viruses are a bigger problem.

Perovskia - how much would you cut down?
That looks fine That's about the height that I reduce my Verbena bonariensis to. Your Perovskia shouldn't be tempting for slugs anyway because of the strongly scented, tough, silvery foliage....
