    That looks fine That's about the height that I reduce my Verbena bonariensis to. Your Perovskia shouldn't be tempting for slugs anyway because of the strongly scented, tough, silvery foliage....

The flowering part that @Adam l photographed is the only part of the plant seen above ground and comes up in April/May so @Adam l was very lucky to see it but then so many plants are flowering earlier than usual.
