For a similar reason you don't see many ginger female cats. The gene is on the bit of the X chromosome that is not matched on the Y chromosome as it is a lot shorter. So boys only need 1 copy but...

I would say that if the roots still look viable then there is a chance it will burst into top growth. The ones I have lost (not specifically figs) that root well but show no top growth, normally...

New Gardener - help!
Another option is just to cut them as low as you need to, to get access to fix the fence - easier than digging them out, and they might resprout into something you really like.
