I would say that if the roots still look viable then there is a chance it will burst into top growth. The ones I have lost (not specifically figs) that root well but show no top growth, normally...

Another option is just to cut them as low as you need to, to get access to fix the fence - easier than digging them out, and they might resprout into something you really like.
