Well you could go for a weed and feed but most peoples "lawns" have weeds, its only those that practice proper lawn care that really have weed free lawns.Personally I'd just give it a feed to get the grass growing, which it should be starting to do now, it will take a while but the grass...

You can leave them in a cool light space for a while if you're not ready to plant out yet. The shoots will green up and strengthen a bit. Plant carefully as already said.

Yes a few years ago we visited a garden in Suffolk. They had a border with some very old Lavenders which still looked fine. They said they cut back hard in February-March each year.
