I've used pine needles to mulch Camelias & Rhoddy's in the past with excellent results but I collected them myself as I had access to a pine woodland..

Would be better (I think) to start Brassica seeds off in a seed tray (or a shallow pot) and then prick them out to root trainers. When you prick them out you can "bury" them up to their seed...
