Everything sounds OK, cant understand it. You haven't pruned it at all, have you? Is your neighbours tree the same age, and do they look similar in leaf and growth rate?

What are you watering it with? Acers like soft water - rain water if poss. The chemicals in tap water are not to its liking. I killed mine that way!
