Cherry tree on strike? or at death's door?

I did. The tree surgeon could not see any obvious explanation, even when he ground down to the roots. But it was definitely an ex-tree.

Curling leaves on new weeping cherry tree

No sign of cherry blackfly under any leaves. Just curled, very dry/ brittle leaves. Not sure whether it needs more water or less?!
