If the fine is based on the 'amenity' value of the tree, surely that means that the fine would be negative and you would get paid for it!

Kaytee, the furriness bit seems a bit odd to me. We are assuming by 'tree of heaven' your refering to Ailanthus altissima.The furry idea suggests to me that the plant in question may have been a Rhus of some kind, which is a much smaller suckering tree.When young they can look similar.
