I agree with Spruce and add what might be an idea in preparation would be to dig round the outside of the root balls and cut through any roots the trees have made since you planted them,...

It could be that the tip of the leader (the apical meristem) has been damaged and the tip no longer has apical dominance. Without apical dominance the remaining growing tips on lateral branches...
It could be that the tip of the leader (the apical meristem) has been damaged and the tip no longer has apical dominance. Without apical dominance the remaining growing tips on lateral branches take over growing. Could also be a hormone imbalance leading to the same thing. Just give it time.
