If it's on 'council land', contact your local tree officer who will come and look at the tree for you. Even if you are not sure whos land it is on, they would also be able to help with...

box lollipop tree - bottom is dead...
It could possibly also be box blight:Box is quite a hungry plant so it will be worth giving it a feed, cut off the dead as Matthew sudgests.

New planting area under a tree, slugs!
you are just as great as I thought after reading this forum for a while. *makes tea for everyone* I decided to let the slugs be, (not just because I couldn't imagine touching them in traps etc )...
