I think the first coat is watered down because more of it will be absorbed rather than staying on the surface. I painted a stone statue and was advised to give it a good soak before the first coat too.

Or you can use hessian in a similar way...

I really should do the same. The fish are stirring in the green cloudy waters. Time to get the pump up and running and hope the plantlife starts to aerate it so it goes clear again.
