Advice re a small wildlife pond
I have to agree with Doghouse Riley. There is no easy 100% way to stop cats from doing anything, so as Doghouse Riley also says, anything will have to take its chances.

Water plants.
The grass "appears" to be Reed Canary grass (Phalaris arundinacea) but I'm still not sure. Don't know if this is a phragmite or not. (Never did biology at school.) Here's the wikipedia entry...
