In that case your best option is just to cut it off as near to the ground as you can manage.

Now there's good thinking, get a Panda, you would be the first in the neighbourhood to have one.;)

Now that's just cruel - with that quantity of bamboo it would promptly starve to death.

Just move a few of those pebbles up against the fence and have dig around with a trowel.

You should be able to find the underground part where the shoots are coming from, when you do either chop it off with a spade or if you have a bolster and club hammer cut it off with that, cover up and put the pebbles back.

Not much point spraying it with weedkiller but if you have cut it down and still have a bit of stem there, use a syringe and inject it with something like Resolva which should work down into any root. Put a plastic bag or bottle over the top so no rain gets in. Ask you neighbour if you can just look in that area of their garden to see if there is anything remotely similar growing in there. If not, then you just have yours to deal with.

No dig ... but willing to use gallons of weedkiller? Does the one not defeat the object of the other? I am not criticising - it's your garden, so you can apply any rules you like, but I'm just curious about how these particular two align.

i dont have time to do this and its pretty tough. Also i generally seem to spend a lot of time dealing with neighbours plants which are invading my garden. Shouldnt they be doing their research and taking responsibility for the plants in their garden . If needs be im willing to apply weedkiller on a weekly basis to these shoots and hopefully it will affect the main plant. My understanding is that if they have bamboo they should bild some walls around the roots to prevent this happening. They obviously havent done .

If you threw weedkiller over it and now its raining you have probably wasted your time, it needs to be done in a certain way to be really effective, did you read the label.

If you dont actually like gardening maybe you should take up something simpler and easier.;)

                Which weedkiller did you use?
The 3 L was that full strength or diluted?
For most weedkillers it needs to be on the plant long enough to be absorbed and the instructions say that it needs to dry before the rain arrives for best effect.
Most weedkillers need to be in contact with the living plant to be absorbed. Glyphosate is largely inactivated by contact with soil.

You could discuss with your neighbours and politely request that they prune their plants to prevent intrusion on your garden.
Plants from neighbouring gardens are something that we all have to cope with, it's even worse if you have derelict, neglected ground adjacent as you can then have the joys of bindweed, nettles, brambles, ash and sycamore seedlings.

This depends, to an extent, on the bamboo some run more than others. Many people use a bamboo barrier, you can buy a thick butyl rubber membrane that you bury the bottom edge 30 to 40 cm down.
There is no reason you couldn't install such a barrier along the base of the fence if the problem gets worse over the years.
