I don't think it's expected to keep people out, the idea is it makes it harder to get a job.
Although employers are supposed to check you are leagally here already, nothing new there.
I think it was the French president that said Britain needs to get rid of it's pull factor.
Starmer is doing as he was told to do.

The pull factors include benefits, accommodation, and nobody bothering to deport you if your claim is refused. ID cards are likely to increase the numbers working in the black economy, and, therefore, never paying tax.

I think the aim to have it all in place by the next GE is ambitious ... especially given that, if next week's Labour Party conference does not go well for Keir, that may not be as distant as 2029! ;)

It seriously hacks me off that they take time out of parliament for these shindigs. :th scifD36: MPs are always complaining there is not enough time to get legislation debated. Well, don't swan off for 3 weeks the moment you are back from a lengthy summer break then.

For those who worry about the "authorities " tracking you, i make no apology for repeating this story.
We moved to this house a little over 25 years ago. When we had been here about 3 months a well known supermarket wrote to my wife saying "you moved and didn't tell us." It was done under the auspices of their loyalty scheme saying how we would potentially miss out on offers etc etc. Bear in mind we didn't have mobile phones or private email accounts at that time.
Anyone who thinks "they" don't already have lots of data on all of us is dillusional.

My current moan is all of a sudden I'm getting loads of unsolicited mail for mobility aids, retirement homes and suchlike. Fortunately I have no need for the first and no intention of going to the second but why should I have to waste my time contacting them to put a stop to it.

The difference is, you CHOOSE to give the supermarket your data, plus the supermarket doesn't have the ability to lock you in your home or remove your freedom of movement on a whim. The government do, as demonstrated during the insanity that was the pandemic.

I should be so lucky, I hit 60 and all I now get are offers to cremate me, or bury me.
It's not me they should be bothering, but my executors.

What is wrong with the govt holding copies of everybody’s finger prints, or toe prints if you don’t have fingers, and you physically have to present yourself with your fingers or toes attached to you in order to, say, move money or do work.

My wheelie bin in about two paces from my front door, any mail gets sorted in the porch, adress or names are removed by tearing and the junk just never enters the house.

The postman these days tends to deliver 75% junk and only 25% stuff of interest.

I've seen people having to possibly use a paw print to get to France from Dover.
