    Hydrangea? (the trouble is there's nothing in the picture to get a sense of scale and tell whether it's a shrub or a small plant) EDIT: Established that it's far too small to be that.

      It is about 18 ins. in diameter, and about 7 ins. high. I have a few of these in my garden, but I didn't plant them. They began growing quite tiny, about 12 months ago. When it blooms, it has tiny blue flowers.
