    Looks like a thalictrum Stratty. Maybe Black Stockings. :)

      Edited to add.....
      Thalictrum aquilegifolium Black Stocking fits perfectly.

      Quote RHS....."Black Stockings' is a tall, herbaceous perennial with lacy foliage and upright, near-black stems to 2m bearing generous sprays of fluffy, bright purplish-pink flowers in mid- to late summer"

        If you like it Stratty there are several varieties.....I grow one called Elin currently 10’ tall I guess. Wonderful sky reaching plant lording it over the rest of the garden :)

          Note: It's called Aquilegifolium because the leaves look very much like Aquilegia leaves - but they're a lot thicker.
