Red horse chestnut. Possibly, can't see the leaves clearly.
Flowers seem a bit late though.

Is that just part of a bigger tree or is it more of a shrub?

It appears to be attractive to Hummingbirds. Let us know if you see any?

The flowers look exceptionally clear red, some of the Aesculus x"carnea" are really pinkish.

I know a small tree local to me that has very red flowers.

                    I agree with pete.

Crape myrtle flowers and leaves are very different.

The flowers are lacking the yellowish centre which most red Aesculus hybrids seem to have.
But I have seen one similar.
