Vine not budding - can anyone advise?

Why is our vine not budding at all? Any help would be appreciated.

    We have a vine in our garden that buds every year and then produces red leaves. This year it's just not budded at all. We have been told that cutting it right back may save it. Any help would be appreciated. Thanks Robert

    What is it?
    When you said vine I assumed grape?
    But it doesn't look like it, its a climber of some kind.

      First picture definitely looks like a grape vine to me Pete. Presumably it is one of the ornamental grape vines. Does it have red leaves straight away or are they green first? Picture 3 has green leaves up at the top but I can't see if they belong to that plant. It is probably a bit late in the year for pruning, but I don't know what others think?
      Water it. Grape vines are thirsty beasts and if you are in one of the areas desparate for rain it will not be too happy. Now water it again.

      If the green leaves at the top in the third picture are from the vine it's not a grape vine.
      Also it's not been cut back like any grape vine I've ever seen.
      Yes it is probably too late to prune a grape vine as they bleed profusely.
      I don't think I've ever needed to water a grape vine even in Essex.
      @Robert Read it would help if you filled out your location.

        I have just checked my neglected vine which is on an east facing wall. Despite all this sunshine it is only just starting to shoot and has some small leaves. It also had more dead twigs than I expected. Of course we were still getting quite cold nights until quite recently. I wouldn't condemn yours yet.
