Been on the net and found this fro Discover Wildlife ...

      House sparrow nest

      • Location: In trees or bushes up to 20m high, but generally around roof height. Often in cavities in walls and buildings; usually in colonies.
      • Appearance: House sparrow nests are an untidy dome of grass or straw. Lined with feathers and built by both sexes.
      • Variable in size, but in cavities the nest is much reduced.
      • Season: February to August; two or three broods, rarely four.

Could be. We have rats that live in the shed and the wall lamp is attached to it ... found a (poor) pic of it ...

Would a mouse/rat build a nest in that lamp?

Dunno, it was just a thought, kind of reminded me of dormice nests, although I doubt it would be that.

Without knowing the size and what is likely or possible
in this location inPortugal I would not like to say. Not House Sparrow IMO. If it’s active you will see lots of activity once the eggs hatch. Sorry not to be more helpful but not enough information so far. My advice is to keep watching at a good distance, preferably with binoculars.

If it is a bird there should be droppings or stains below on the ground. I'm not sure about a mouse, it looks a little too inaccessible even though they are very agile. Just keep an eye on it @Victoria as Redwing suggests.

Thank you @lolimac and @Redwing and @strongyloden for your thoughts and suggestions.

I must reiterate the nest was inside the wall light and I placed it on the rocks nearby. I don't think anyone will come back now.

I am now thinking it could be a Swallow nest as they build under gutters, balconies, etc, here.

Here are some birds I've seen here in the garden ...

Hmmm I'm sure Swallows prefer to make their nests from damp leaves and mud so they set fairly solid..I'm probably totally wrong but I'll keep thinking.
