I have a fuchsia that has overwintered - now, it is either a plucky wee annual that has managed through the mild winter, or its a perennial/hardy variety, however I do not know which. There are no flowers yet, but the foliage is romping away. Is it possible to ID the plant by its foliage alone?

Not by me it's not! :heehee:
Looks as if it wants to be a trailing plant though, and as the trailers tend not to be hardy I would say that it got lucky with the mild winter. I got F.korralle fulgens (one of the triphylla group) through the winter in a sheltered spot outdoors, although it doesn't look as good as this.
