Tree paeony blues

I was given a small tree paeony seven years ago. It came from the south coast, and being planted in our exposed northern garden almost did for it. I dug it up and put it in a big pot which is situated in the shelter of the house. Since then, every year it puts out pretty new leaves but hasn't even thought about flowering. It's about three feet high. What should I be doing to encourage it?
