Hey all, I noticed today that the plant in the photo have been popping up in random places on the road landscaped areas. I don't think they have been planted as they are in totally random places (some have pushed their way up through dense bushes. I think they look quite pretty, any ideas what they are?

Yes Aquilegia vulgaris. Somtimes also called Columbine or even Granny Bonnets. Personally, I think they look like doves all eating from the same pile of food! haha. Certainly isn't the native version of Aquilegia vulgaris, which is only found occasionally in the wild. It is notorious for hybridising and self seeding itself all over. So you'll often see pink forms as well - probably thanks to some genes transferred from Aquilegia canadensis.
