    If it was built after 1 October 2008 then yes it would require planning consent. But even if it was constructed prior to this date, it should really have been positioned 1000mm from the boundary.

    Thanks I have set some mixed brassicas inside and they are through. Trouble is am going to family for a week in England tommorow so will have to stand them in water and keep my fingers crossed....

    Leave it as long as you like Liz. The plants will push it up (providing you not got it pegged down tight) and as well as keeping the plants warm it keeps the bugs off.
