You can't miss the larvae as when they begin to hatch they cover themselves in their own poop... I'm currently doing battle with the blighters with my 'trusty or untrusty' as it turns out galic...

I find that quite common, as long as it's only on older leaves I'd not worry too much. Seems worse some winters than others.

I kind of think it probably is a light/ sun problem, lavender in particular needs heat and sun to do well. As to the Chrysanth, maybe the wrong type for pot growing? Those more ball types are...
