Plant Passports

    Im thinking its still ok to sell from home,at car boots etc. Also to sell online also as long as the plant is collected and not posted.

    In reality i cant see the police bothering tbh, far worse crimes they could be chasing up. But having said that prosecuting someone selling a tomato plant online will help them push up their 7% prosecution rate.:pathd::wow:

      Nothing to do with the Police, Defra will be the ones doing the prosecutions, it will help pay the wages of all the new inspectors they have taken on.

      @andrews I've just checked and I can fill the form in on my home computer, so if I want to register I can. I will be interested to hear APHA's response to your query.
      If we all register will the system break down?
      I'll wait until I get an official warning though, I don't see them being able to police swapping material.

          The new regulations set out controls and restrictions that will apply to internal movement as well as imports to help reduce the biosecurity risk associated with plant movement. Plant passports ensure that plants and plant products are traceable throughout the supply chain and declares compliance with plant health requirements, such as freedom from pests which is essential for maintaining biosecurity. Therefore, no matter how small the amounts are, Face to Face selling and swapping does not require you to register, but if you are sending plants via internet you will need to at least be registered under these new regulations.

          I have included the links to the forms. You need to complete the Registration only form and return it to the email below



          In order to be officially registered and authorised to issue plant passports under the new SRSF plant health regulations please use the following link to find the correct application forms Plant passports and fireblight buffer zone status: application

          You need to complete the following forms digitally and send them to [email protected]:

          • application for official registration to issue plant passports (AppREG)
          • application for authorisation to issue plant passports (AppAUTH)
          APHA will process your registration within 5 days. You’ll receive an email confirming your authority to issue plant passports.

              @andrews Thank you finding out for us.
              If I've read rightly; I need to register as I sometimes send seed and bulbs to people through the post. For example the seed swap that has run within this forum in the past would be caught in this regulation.

              I suppose it's how you interpret it. If you discussed the transfer of seeds/plants by Skype would that be face to face? :whistle: Not only that, it's swapping and not selling. :noidea:

                If face to face selling and swapping doesn't require a passport then, to me, it makes a mockery of the whole scheme and runs a coach and horses through their reasons for running the scheme.

                Is it just another money maker, or am I being slightly cynical?

                    This was from Sue Sweetman. Seems the information they give can be contradictory

                    I totally agree - how can a swapped plant or a plant that is paid for face to face be any less at risk of passing on disease. And only as cynical as me - much like the drone license that is now needed at £9 a year

                    If it goes by post then it looks like you would need to send it with a plant passport - or would it be exempt if it was free ?

                        It may not be a popular view but I think the next step should be a clampdown on the holiday makers bringing in seeds foods plants etc etc that arent checked at customs.

                        Something along the lines of the Australian model may be the way forward .

                        Not popular but may be a necessary biosecurity measure?

                        I wouldn't disagree. There are more restrictions to protect against Xylella for plant importers. Holiday makers are probably as likely to bring in diseases (in plants, that is)
