It's a WWI British Army entrenching spade head. Lots on the Internet.

There are many possible answers, take your pick.

 

For gardening purposes, suggest a Chillington hoe would be a near equivalent.
Regarding military tooling, once discussed with an ex- 'Desert Rat, the efficiency/effectiveness of the folding military issue digging spade.
