I'm always pleased to see Monty Donn's garden, it makes mine look almost tidy.

Passiflora incarnata ? It’s a passion flower that is frost hardy down to -15°C or so, and tolerates drought. However, it will spread when it’s happy, so might need to be kept in check.

Are you looking specifically for a tree? I have some Dieramas, Angel's Fishing Rods in the garden which make good clumps, the flower stems grow to about 4/5ft, wafty, perennial, spiky.

I have noticed this morning that some of my forget-me-nots are blue, some have pink and blue flowers on the same plant, and some are totally pink. They were all blue a few years ago. I liked them when they were all blue but I also like them as they are now. It seems more natural to me somehow.
