I'm willing to bet its aphids.
Looks a bit like a prunus of some kind and leaf curling aphid.

 

Thanks Pete-would I be able to see the aphids? I don't recall seeing any on it

If it is aphids you will need to unroll the leaves, they will be on the back of the leaf and cause it to curl in that way.

Hi @pete you were spot on- lots of brown little aphids in the curled up bits. I'll snip all the ends off and spray it.

I think your Prunus is an ornamental cherry tree.
