Looked around online and I think it may be Black Scale. Anybody agree? Not sure how to kill it though!

Yeah looks like some kind of scale.
Only a systemic insecticide will work on them.
But think I'd just spend a bit of time scraping them off.

Provonto? Not heard of that before but just googled it .
Never used it, is it real?
Has it changed its name to provanto
    From Provado?

Wouldn't like to say, what does it say on the packet.

Provanto is an imitation of Provado, both contain an insecticide called deltamethrin, which is not a systemic insecticide although it has a residual effect after drying on the plant. Will it affect scale insects? It depends how well it penetrates the scale, but probably not very effective.
Brushing with meths can kill scale.
A systemic insecticide is absorbed by the plant, circulates in the sap and gets into insects when they eat the leaves or suck the sap. One you could try is Bug Clear Ultra; this contains Acetamiprid as the active ingredient and is formulated to be effective against sap sucking insects.
Do read and follow the instructions carefully.
