This hibiscus self seeded a few years ago and I decided to try and grow it on. I don't know how to make it branch, I tried notching the stem to no avail, should I just cut the top off?

Yes, that will make it send out new stems at each leaf joint making it much bushier.
I'd take the top off just above the large leaf on the left

You may even be able to use the top bit you cut off as a cutting
      Good luck

They usually just branch on their own, I get hundreds of seedlings coming up every year.
I've grown some on over the years and usually just leave them to their own devises.
